I think Chloe has the two little dots over the E in French, but this has a purpose: it is to pronounce the E. There's no need for these little dots in English.

In the sense you're using it, it is called a diaeresis, and is used to show that the vowel marked with it is pronounced separately.
It's usage in German is different, which is why it has a different name (umlaut).

in english it's called a DIERESIS
Your keyboard might have it if you have accent keys...mine does:
CHLOË
If not you'll have to go to the symbols, as the others have told you...
