Besides the obvious, gambling, Vegas has a ton of shopping, TONS of shows and even theme parks. You can also take a trip to the Hoover Dam.
If you like going to see the high end shops (ie: Gucci, Armani, etc) most of the high end resorts have their own shopping area. You can see a $1000 wallet to a $4000 gown just by window shopping.
Vegas has a couple of outlets and they will even pick up at the strip.
If you want to catch a show, but don't want to spend a ton of money, flip through your Visitors Guide in the hotel room. They have coupons (ie: buy one get one) and there's the Coca Cola ad. In the Coca Cola building you can get 1/2 price tickets on the day of the show. You got to get there early and usually its not the big hits like Avenue Q, Phantom or Celine Dion, but you can get a show for 1/2 off nonetheless.
You can also do the spa thing or just relax by the pool.
The city is opened all night, so you can do anything ANY TIME!
If you like eating, they have world class restaurants too! Each restaurant has 2, 3 and 4 star restaurants, and the hotter they are, you will need a reservation. For a great deal, try Mr. Lucky's at the Hard Rock Cafe/Casino. They have a great steak and shrimp deal for $7.77. You get a soup or salad, steak and grilled shrimp for $7.77.
Or, do what I do.. just hop casino to casino! Each casino is so unique inside, that you can just see each one, and that will take you all day! There's a monorail you can take, but it cost money. You can buy an all day pass or a 10 stop pass (you can share the 10 pass with a friend).
If you don't have a car, the strip has a bus that runs up and down. It cheap to ride it. If you do have a car, use the hotel valet service. Its free (well tip the guy a few bucks) but the bad part of driving is the traffic on the strip can get real conjested. Unless you know the back routes, its easier to walk or monorail it.
When I go to each casino, I sign up for their "Players Card". Its free and you can get deals using their card. Some will give you discounts on food and drinks, some will comp you rooms when you gamble with them. Plus, they make great free souvenirs!!

Yeah, how about people watching. That's always a great show! Especially in a place where people go to be absolutely STUPID! LOL! Or catch a show, eat some great food, shopping, site seeing. The big casinos have some great exhibits, plus they are cool to check out. Each one being so different. The pool is a nice getaway, albeit hot right now. Get a cabana for the day and hang out. They usually come with food, drink service (non-alcoholic bevvies are usually provided free) shade, and a floatie. And the concierge should also be able to point you in some non-drinking, non-gambling directions as well. A plus, they are the locals, so they will send you to cool, non crowed spots in town.
Be sure to check out the view of the dessert from the top of the Stratosphere casino. Oh, there's golf right behind.......The Venetian. The wax museum at the Venetian. The coca cola museum down past MGM. The roller coasters at New York New York.......You get the idea, tons to do that don't involve drinking or gambling. Have fun!

They have a waterpark at the far end of the strip that's fun. Since it's going to be well over 100 degrees that might be a good option. You can also go see all the "shows" that the hotels have out front for free. Treasure Island has a pirate fight (although this might have changed because they've done some remodeling) Mirage has a volcano that erupts, Bellagio has a fountain show and I think there's some others. You can also go ride the rollercoasters at Buffalo Bills and New York, New York. There are also lots of free lounge shows in the casinos. A lot of the casinos have dance clubs as well that you not only have to pay to get into, but you have to dress up for also. Studio 54 is supposed to be really fun if you're into the nightclub scene.

Last year when I went with family, some of whom were under 21. I was surprised at the number of things you could do without going to the casinos. We saw lots of shows, including Penn & Teller, Cirque Du Soleil, the Price is Right, ect. We also just went in and saw all of the hotels, but since this is your 3rd time going, I doubt you'd want to do that. One day we also rented a car, and drove to area 51, and went to the "Little A'Le'Inn" in Rachel, NV; for a good hamburger and to see some alien "evidence". Taking the bus to Fremont St. was also a great experience. Another thing I would recommend is going shopping, seeing shows, and maybe even rent or drive your car around and see other things as well. Also, try going on Trip Advisor, and seeing some other things you can do in Las Vegas. Have fun! Enjoy your trip :)

Yes, Shows are very entertaining and tey can be affordable to.
There are a couple of booths on the strip that sell 1/2 price tickets to shows. We purchased several there when we were there last. They might not be the Blue Man Group or Cirque shows but they are very entertaining.
You could also go on a time share trip. I kniw these people can be irritating, but if you literally have nothing to do you can get a few free things just for spending a couple of hours on their "tour"

the first time i went to vegas was with my mom, so of course drinking and gambling weren't really on the to do list. we spent four days just sightseeing and eating and i still didn't get to see everything. i honestly recommend going to every major hotel on the strip and just looking at it. once you are in the hotel, you may find some other things to do, for example... the dolphin and lion habitat at the mirage, the eiffel tower at paris, madame tussaud's wax museum at the venetian, caesar's mall and all the statue's, gondola rides at the venetian. go to a book store and buy a las vegas book. my two favorites are my frommer's and fodor's. half the book is devoted to sightseeing and restaurants. you will find more than enough to do.

People watch. That's great for an afternoon of entertainment! Try different restaurants. Go to the free shows. Shop. Las Vegas Mini Grand Prix lets you unleash your inner Andretti.
BTW - that water park that someone mentioned - it closed two years ago - it's going to be condos.

Las Vegas is only two hours away from St. George, Utah: gateway to the southern Utah mars-like madness.
Rent a car one day and drive into southern utah. It may be THE prettiest place on Earth (it is definitely one of them).
Checkout Zion national park (only 2.5 hour drive from vegas) and if you have the stamina, drive to Bryce Canyon (holy madness batman)

If you have access to a car go to Red Rock Canyon...(20 minutes from the strip down Charleston Blvd.).... it is beautiful and shows you what Nevada is really like. (there are also tour busses that go there). You can either drive the 13 mile loop in your car and stay cool...or you can hike.
