I guess you could just be totally disgusting, or really clingy and annoying...
I think you'd be better off just breaking up with him if that's definitely the choice you want, because it means you can both bow out of the relationship with dignity, rather than resulting to him having to think you're a freak to break up with you, just so you don't look like the bad guy....

You start with the line...."We need to talk...." that should be all you need to do. However, If the guy is a little on the dense side, just be up front, honest and tell him that it isn't working out and why..i.e.,you met someone else.
If that doesn't work...lie and tell him you've fallen in love with your psychiatrist or you've decided to join the Peace Corp.

Don't be afraid of taking the initiative. Tell him it's over. I don't understand your reasoning that you are avoiding the decision making process yourself. You've got some problem or another.
