Use an oil like your 3-in-1 or WD40 and let it sit for a couple of hours. If this doesn't make it any easier, try warming the valve with a hair dryer. The heat may cause a little expansion and break loose whatever is stuck.
There is a good chance that an old valve will not shut your water supply off completely, but it should reduce it to just a trickle.

That nut is connected to the valve stem of your "curb stop". Sounds like the valve stem is broken. Have you checked to see if there's an access panel on the wall behind the tub faucet in the adjoinging room? You should also have a valve you can turn off near the hot water heater. Look for a valve knob between the hot water heater and where the piping leaves the house. That should be your main shutoff valve. If you can't find that or nothing else works, call a 24hr plumber. lowes sells a wrench that is made just to turn off your water, no oil should be needed as that wrench is big puts out alot of tourq. but if you think you need it get the "PB NUT BUSTER" the can kinda looks like the news paper. that stuff works wonders better than any WD-40 could do.

WD 40 is possibly your best bet, and readily available. There are other things but more difficult to find probably.
