Not sure what you're asking but most modern small engines have a little rubber bulb that you press three or four times to prime the carburetor. The first push of the rubber bulb may feel like it does nothing but subsequent pushes should have a bit of resistance. This is gasoline being pulled into the carburetor for starting.

If you feel this resistance when pushing the bulb, gasoline is getting to your carburetor. If the mower doesn't start, check the spark plug, plug wire and air filter. If any of those are bad, your mower won't run. If you do not feel resistance when pushing the bulb, it could be a clogged fuel filter.

Without knowing more about what you have, it's hard to answer.

The way to check em is first see if it'll start...... doesn't start..... squirt a little gas or starting fluid down the carb.... if it starts, then you have a fuel problem. Doesn't start..... go check the next two things.... spark, if thats good, then check compression.
