Dongdaemoon shijang is your place for all/any type of shoes. There's just streets full of shops that just sell shoes, affordable ones at that.

Also, if you go through Shinsaegae Baekwhajum (Shinsaegae mall), there's an underground mall, linked with the subway, that also sells shoes.
