2. Think whether you want it to have an upbeat sound or do you want it to sound depressing
3. If you want it to sound upbeat use a major scale (including pentatonics and natural scales), and if you want it to sound depressing use a minor scale (including pentatonics and naturals).
4. Bring it all together
5. Attempt to play it and realise that all you have done is write the lyrics and piss about up and down a scale, and have stuff thown at you until you leave the stage.

It helps a lot if you learn about music composition, learn how to read music, study rock music and specialize in what makes it rock (the genre). Start putting lyrics on paper. Put them to music using what you know about the genre.
