Well, think of how a fish swims. They are pretty good swimmers to say the least, right? The author of that quote probably wanted to express that the person could talk very well, with no effort, the way a fish can swim well with almost no effort.

It means that for whoever "him" may be, talking comes easily and naturally, just like how swimming comes easily and naturally to a fish.
