As a self employed black man, I can tell you that is rubbish. Not increasing spending does not equal a cut. That is what happened.

What also happened is that the government got tired of footing the bill for failed business owners, as the govt would cover 80% of the failed loan. People ripped off the govt, so the govt slashed what it would back, not the quantity of dollars it would loan. Once again, misrepresentation of the data wins out because it relies on race baiting rhetoric, and not cold hard facts. The simple fact is small businesses owned by blacks, minorities, and women are higher in numbers and percentages of growth under Pres. Bush than any other president ever in the history of America. More blacks are in the middle class as well now, mostly because my parent's generation sacrificed for my generation to go to college. Alot of it has to do with the tax cuts as well, though don't let my brothers and sisters hear facts.

The biggest problem facing blacks in America is black flight. What happens is people like me make our money, then we go live with white people in white neighborhoods, rather than invest our money into black communities. Hence, that is why black unemployment is consistently double the rest of the nation. It is not racism that keeps blacks down, it is a lack of capital re-investment that keeps us down.

Uhmm, did that not hurt Italian-American small business owners too? How about Irish-American. By the way, why are blacks called African-Americans? Were they all born in Africa? Why are they not just Americans and why do they continue to isolate themselves by naming themselves?

because he had to pay for the tax cut that he gave to the welthiest 2% of americans. and you can bet not very many of them are black. also he has to pay for a $1 billion dollar a week tab in iraq. and the easiest place to take money is from the poor because they have no means to defend themselves.

That was his intention, to harm minorities. Banks are for loans not the government.
