Rugby is somewhat popular in North America.
Of the Canada, USA & Mexico, I think you'll find that it is most popular in Canada, followed by USA then Mexico far behind either of those two.

Canada ranks 12th, USA 16th but given that Canada has about 1/10 the population of the USA, you can see that Rugby is much more popular in Canada than the US but even still it's not a major sport. An international game in Canada might draw about 5,000 may be 10,000 people at most. The game is most popular in BC and Ontario in Canada.

The Rugby "major nations":Australia, New Zealand, Argentina, South Africa, England, Scotland, Ireland, Wales, France.
All other countries are called "minor nations" in rugby terminology. Among them, rugby is VERY POPULAR in:
all the Pacific Island nations (Fiji, Samoa, Tonga among others)
Southern Africa: Namibia, Zimbabwe
Europe: Romania (Yuppie, I live there!), Georgia.
It is popular, in some quarters, in:
Italy (north)
Canada (students)
Japan (students)
Russia (the military)
North Africa, esp. Tunisia and Morocco (those who returned from studies in France)
the 2 bodies governing Rugby Union have 114 members;but in all other countries than the above, interest for rugby is marginal.

it's fairly popular in canada, but not nearly as much as hockey. in the usa it's pretty popular at the university level, with most university's having club teams.
