I am also suffering, and wish I had the solution for you and me both. I just try not to sink to their level, and ignore them.

I had a polish guy in the room next to mine, at my last flatshare. He played trance until 2am sometimes, until I bought him a pair of headphones. at the moment my window opens onto a busy street. I'm moving into a bigger room on the non-street side of the house at the end of the month, I think I'll be able to hear TVs from that side but it's better than buses!

at a previous house, neighbours worked on the bathroom with power tools until 12pm one night, then from 7:30 the next morning... I hate noise when I'm not making it!

Same Here tried talking to them but to no avail then this week they removed my hedge even though it was behind his fence he just removed his fence an cut it down to the ground and gave workmen acsess to my yard to build a wall. where my once lovely hedge had been now theres an ugly grey wall and the mess the workmen left behind was disgusting they also damaged my fence giving my 6 year old acsess onto a busy road am livid tried again talking but no turned his back on me so have sent a letter of complaint over to the housing officer if that fails i'll go a solicitor. So your certainly not on your own

http://www.hardinghousing.org.uk/neighbours.html - your local council should also have a section on Noise Control on their website; but the best advice is to speak politely to your neighbour first, or leave them a note pointing out that you would like them to reduce the nuisance level ... if there's still no effect, call in the heavies (from the council!)

There's also some info available in a PDF document from the Home Office at http://www.together.gov.uk/cagetfile.asp?rid=561
