Read books, understand them, then write your own applications (repeat 20+ times) Practise, practise, practise and you need to enjoy it or else it will be a real grind.

Right. If you are considering development as a career, a college education is essential for making good money. If you are starting from scratch, try courses in a community college and pick up some (new) books at the library. This way, you can see if you like it before committing to a 4-year college program.
A good, relevant language to consider is Visual Basic.NET. It is part of the new Microsoft development environment and a lot of companies are using it or starting to use it. You can make standalone applications, web apps, etc... The language is easy to learn, and has a lot of support. You may also look into PHP for web site development. Whatever language you learn, remember that a career in information technology is a never-ending learning process, and your education will likely continue well beyond college.
Cheers,
Andy

If you want to get a good job go to school. It is best to get a BS but a tech school will get you somewhere. It all depends what you want to program.
If you are some super genius programmer you may just be able to strut your stuff to a company and they'll let you through the door but why not be certified to prove your experience.
If you are just doing it for fun or something like that don't bother with school. Just get the basic logics down, learn how to plan, and then start with a language like PHP or JSP. They are fairly verbose and have similiar characteristics to other languages.

A computer programming or a software engineer? A computer programmer is just a technician job. A software engineer is a "engineer" who typically have 4 year degrees in things like Computer Science, Computer Engineering or Software Engineering. It's the difference between an auto mechanic and mechanical engineer, an electrician and electrical engineer.
