you can't put a picture on google. Only google can do that.
google is just a link to other web pages. you can put your picture on a webpage and hope that google links to that web page.

if you are talking about google image search you can't do that. those images are on people's web sites and google's image search just searches these sites for them.
if you are talking about google pages free homepage account then you have to upload your image and drag it where you want it on the page

Not sure what you mean...Google does not have personal pages or the kinds of services that Yahoo offers for users.
They do have picasa, for finding and sharing photos.
