He's writing a ticket. What should I do?

And there is probably a trash collector somewhere collecting trash too, and a policeman writing reports. Why does any of that have any bearing on your life? If it's your car, pay the ticket and next time don't park illegally. If it's not your car, it's not your business.

Remeber to pay for parking next time.
If you don't deserve the fine, appeal it.
If you do, pay it straight away else it will become more expensive
