It is called the Captain's Bell, and the person who usualy answered it's ring is the Bell Captain. Its an odd conundrum that the two are intertwined, but it comes from the old use of the bell which was only used by the front desk to call the Bell Captain.

They are "call bells". They are still in use. At the hotel in which I work, anytime you have to be physically away from the desk, you have to put the bell on the counter, along with a placard that reads "Ring bell for service".

Then the luggage guys would HOP TO IT when the bell rang so they were called bell hops. what else do you want to know?
