Ok lets put it this way. I live in Southern Cali where its 103 on a 3rd floor apartment with a lil room AC. When I come home from work I can only bare to be in there a lil while till the sun goes down and then still its a freaking hot box.
So Im trying to find the best way to fix my issue. Some ideas I have had are get a box fax and put it in front of the AC to give it a extra oomph of blowing around the cool air. I can only sit in front of it for so long. Next was to open the windows and door and stick a box fan out the window so it sucks out all the hot air. Blow the air out not in. BUT I have to wait til 9pm or later to do that. Any other ideas that may help? Im up to anything.

If you have more than one window, the best way to get air flowing is to get two fans: put one in front of one window (or the AC) blowing in, and one in front of the other window blowing out. If you close windows in other rooms so that the flow goes in a straight line, it should cool down quite a bit.
If you can only get one fan and you have the AC in one window, I'd say put the fan in the other window blowing outward. It will take a few minutes to cool down but it should happen fairly quickly and effectively.

I assume you are trying to keep expenses down. The obvious answer is more b.t.u's of cooling via a more powerful a/c, but that will cost some money. Next is to move air, and lots of it. If the outside temperature and relative humidity are high, it doesn't make a lot of sense to open exterior windows. Instead, get a fan that is a real blaster and let it wail. The air movement across your skin will lower your body temperature by evaporating the perspiration (an endothermic reaction). You can greatly increase the effectiveness by "misting" your skin with water.

Open ALL the windows in your apartment at night, and then, really early in the morning, shut all the windows in the apartment. Try buying about 3 fans, and set them around the house, and make sure that they are on all the time. This will keep the air moving. Keep trying. It should work.

White curtains to reflect the sunlight.
The aircond. unit may need servicing or too small.
Put fan in sunny window blowing out, open window on shady side.
Heat rises from the lower apartments.

Go to Walmart and buy a floor fan. Not one of them white or blue plastic things, but one of them grey free standing tubes that have 3 fan speeds and some buttons. Lasko is the best brand.

If the humidity is low where you are, you could look at getting an evaporative cooler. Also called a swamp cooler. But, it only works well in dry climates.

How old is the AC? It might be time to trade up for a newer model that is better at cooling, and also more energy efficient.
