Try CLR Calcium Lime and Rust remover. You may have trouble if your cement has any metal in it...but give it a try. Another one on the market is Rusto, but read the label first before buying it, I think that one is just for clothing.

Kool-Aid lemonade powdered drink mix. Wet the area of the cement that has rust on it, and sprinkle on the Kool-Aid. Allow to sit for about 30 minutes, agitate with a brush, and rinse.
Also, Coca-Cola Soda works well too.

Try using degreaser .plain. Let it sit a little then wipe off. with water. It works for alot of things. I have used it for removing rust off a solid door. Pem
