What determines pay for work is determined largely in part by what others are making in the jobs that you are applying for.

What determines if you qualify for that type of work depends upon your qualifications by education or experience. Most good paying jobs are those that are exclusive by license or education.

For instance:

A surgeon could expect to make anywhere from $150,000+
A lawyer can make $100+ an hour.
A professor in a university makes about $80.000+

These jobs are exclusive by education and passing a state exam.

Other jobs that pay well but are restricted by license are:

Plumbers, Electricians, Elevator mechanics, and similar construction trades.

High technology positions such as software development require certification or degrees in computer design.

Other positions that require license:

Hair technicians
Massage
Casino Dealers
Pet groomers

Of course those positions that pay the most money are usually the sport players. Talent is what makes Tiger Woods or Shawn Alexander worth millions of dollars then they get that much more in endorsements.

Actors and Actresses are paid well, but it is difficult to get into, lot of times they have completed college and got great breaks.

If you do not want to end up as a dishwasher, you better plan on getting certified, or pursue the education that it takes to get a higher paying job than minimum wages.
