Probably because most people wouldn`t know where you were from if you said a name of a town.Whereas if you state a county then more people have an idea.
I always refer to myself as a Yorkshireman not by the town I live in which I despise.

Many people feel that they live in a prestigious county. For instance, I am originally from Oakland County, which is a very pretstigious county just outside of Detroit, Michigan. If I told you I was from Detroit, however, you might think something else..

People don't want to give out exact location - county gives a more general idea and people know where counties are

it doesnt sound as rude as 'my mother's womb' !
because it is part of our heritage and therefore our identity so we want others to know where we are from so we ensure we are regonised by using the county?????
because we are generally ignorant to all the little towns in this country and therefore use our county as not to appear rude or to make the other person feel uncomfortable or, as mentioned above, to feel that we recognised.

1) people may not like to give out exactly where they are
2) people have heard of almost every county & if you said a town like 'East Hanninfield', most people wouldn't know of it
