it all depends on what you want to use the packages for.
Paint shop pro is great for people not used to these programs and perfect for the home use. Most of the features on this are automated or as a filter, instead of having to go step by step as you do in photoshop,
Photo shop is the professional package for the newspaper and design people, much more powerful, more features, plus you also pay a high price as you get 24 hour help from adobe.
Xara is ok, same level as paint shop pro

I have both programs, and I like Photoshop MUCH better!! It can do so much besides just editing photos!!
If you only want to edit photos, Paint Shop Pro or Photoshop Elements will work for you. However, as a graphic designer, I use Photoshop nearly EVERY day for something.

Photoshop CS2 is definitely much better than Paint Shop Pro.
Mainly because it's a more professional application that has more tools, a vast collection of available plug-ins, more resources available - like "custom brushes" you can download free from the web, and overall, it's definitely more user-friendly and more intuitive.
The only thing (just so that you're aware) is that Photoshop CS2 is a lot more expensive than Paint Shop Pro...
Other software out there: Corel Painter IX (if you like digital painting) and open source software The GIMP which is a nifty application, available free from http://www.gimp.org
Hope this helps :)

Photo shop is better than PSP.
The interface is more intuitive; once you've learned where everything is you no longer have to think about it, like changing gear in a nice car; you can concentrate on your work, not the tools.
Its far more sophisticated, and has a better range of 3rd party plug ins available like the truly amazing Flaming Pear.

Definitely Photoshop, but harder that paint shop pro. You will need a book.

If cost is not a problem the PhotoShop is the best...it just that most people don't know what it can do.
For a cost-effective solution for most image processing then PaintShop is best...if fact I think its ability to animated gifs is easier (via Animation Shop) than using the equivalent photoshop program (imageready)

None of them is even good. Gimp is the best. Get it at http://www.gimp.org/ And it's free. But, if I've to choose between photoshop and PSP, I'll go with photoshop.
