lowest temp where a liquid can flash into a vapor. means it can explode about that temp

The flash point is the lowest temperature at which a liquid or solid gives off enough vapour to form a flammable air-vapour mixture near its surface. The lower the flash point, the greater the fire hazard. The flash point is an approximate value and should not be taken as a sharp dividing line between safe and hazardous conditions. The flash point is determined by a variety of test methods which give different results. Two types of methods are abbreviated as OC (open cup) and CC (closed cup).

Refers to flammable, volitile (readily evaporating) liquids.

The higher the temperature, the greater the rate of evaporation---and the greater concentration of flammable vapors in the air.

When the vapors reach a certain concentration, they will burn violently if there is a spark to set them off--perhaps explosively---below that concentration, a spark will be less likely to ignite. Ventilation and room temperature and density of vapor make a difference in the actual hazard.

A flash point well above room temperature means the liquid is RELATIVELY safe. A flash point near or below room temperature is dangerous to leave uncovered--say in a pan. Ethyl ether--engine starting fluid, anesthetic--falls within this category.
