I had the first one last year and it didn't flower so I bought another this year and so far that hasn't either, its in a pot with a oblisk and both are climbing well

It should be planted outside in the yard. Probably that is why it won't flower. It also could use some fertilizer. Mine has so many blooms I have to sut some off.

Actually the plumbago is really easy to be taking care.
The most important thing that u have to realize is that plumbago is just like the other common flower.
They NEED the exact amount of sun-light. So, it would be BETTER for u to put it outside at your garden.
And also the optimum PH for plumbago and the other flower is about 3-5. Too acidic may rot the crop root. So, maintain the PH in the soil.

If it is too high, u may reduce it by adding camphor, or the Pottasium (K+). And, if it is too low, u may add some water or the (Nitiri-Chloro-Tri-Hydoxide) (NH3COOH).

And also DO NOT forget to add the fertilizer. The NPK (Nitrogen-Phopate-Pottasium) is the best.

Plumbago is such an easy plant to grow... maybe it is not getting enough sun?
