The Fashion INDUSTRY decides based on several things like "haute couture" (or what they get together through runway's and vote as "in" or "out") and out of these several factors (ie pleasing to the eye, good lines etc) the biggest factor: MONEY, what sells, what sells, what sells!
And I truly don't think they ALL agree, that is the majority have the same stuff, but every season there is a designer or two or t three is not trying to do anything but be themselves, Different. Like that is how some of the new designers establish themselves, by being different, like for instance, Beyonce's House of Dereon and some of the other new designer looks, they are not what is out the FAVORITE but they are great looking items of clothing.
(The trick to fashion is to wear "classics" as much as you can for your body type. These are the items that continually keep coming into fashion over and over year after year or season after season or that even when out of fashion still look great and are still stocked regularly and sold in stores.)

Actually, yes, the Fashion Houses meet every season and agree to do what is uniquely them but to keep certain aspects; color, style, cut, etc, the same. This helps in making fashion trends.

Hi Fives Lori!and adds; stay with the classics; if you want to be on the 'cutting edge' incorporate some small detail into your wardrobe, i.e. scarf, purse, shoes, accessories such as jewelry into your 'classics'. You may stay Au currant without spending a bunch and changing your wardrobe every season.
