Tokyo, with a population of 34, 500, 000.
Perhaps our use of the concept city is not keeping up with reality. We might be more accurate in describing such places as Tokyo, Mexico City, and Mumbai/Bombay as metropolitan areas, urban areas, conglomeration... There is another word I'm thinking of I can't remember now, that describes whole corridors of urban development.
