I am concerned about government spying and also about the fact that the RFID chip in the new drivers licenses might be shared with other governments. What if we were overrun by terrorists and they used the info on our personal Real ID chips to locate us. No guerrilla restance would be possible.

You could wrap it in metal or foil, creating a Faraday cage, that would prevent passive RFID tags from being read and would prevent an active tag's transmitted signal from getting out. It wouldn't destroy the tag, but it couldn't be read.
