The trick is to find out what program is using the folder. Do you have any ideas? What program created the folder?
Try Closing or Exiting as many programs as possible in the Task Bar (lower right of the desktop). Then try Delete.
If you have multiple Users defined, make sure all others are logged off. If possible try to Delete from the Administrator User.

Rebooting is a good option, as hopefully whatever process thinks it's using the folder will either go away or not access it upon restart.
One simple error many users experience is attempting to delete a folder they're looking at. If you have an Explorer window open showing that the folder is empty, Explorer is the program that's using the folder. Close the window or navigate to a different location and you should be fine.
If it's really being ornery, one of the freeware utilities recommended on this page should do the trick, though I'd be careful messing with things Windows doesn't want you to mess with. There isn't necessarily any danger there, but Windows is... cranky.

First Restart PC and give try again!
If ur harddisk if not NTFS, dont try it, waste of time!
Right click on the folder Sharing and Security>Security>Advance>Owner>(click on your name and give tick on 'Replace Owner)>Apply>Ok
Refresh the desktop and try to delete!

Reboot your computer and then delete it. Sometimes if it has been used by an open program - it can not be deleted until after a reboot.

try to rename it ... and then delete it ... if it doesn't work, try to put that folder in a new folder .. and delete the whole new folder

THEN YOU WILL SURELY BE ABLE TO EMPTY IT
