If we had a world government, I would arrange it with a figurehead President changed at frequent intervals, say every year. I would devolve down as many powers as possible: the European Union principle of "subsiduarity", that government should be as near the people as is consistent with efficient functioning, is a good one whatever you think of the EU in general. The things that we really need to organise worldwide, such as trade policy and action to combat global warming, I would have run by a government of pretty dull bureaucrats, organised in a Cabinet with a head who would be very much only first among equals.

How about Tiger Woods for the first World President? He represents many different groups, he seems a pretty clued up decent guy to me, and we could make sure the duties didn't interfere too much with his golf. For the Executive leader, Mary Robinson, the former President of the Irish Republic, has gone on to do good things at an international level.

If Mr Fred Rogers was still living he would be among my first choices. As a matter of fact he would have made the best secretary of defense. A well rounded, educated citizenry that practices common virtues and common sense gaurantees its own liberty.

Next would be a postman who for years since the 1960's had given potions of his meager salary to strangers in need. I do not know whther he is still living.

The entire population of the planet could take turns being leader. Each turn would have to last only 0.3 seconds for everyone to get a shot, though and you'd have to wait 60 years to get to the top of the list.
