it's a sight gag from the 40s and 50s....very popular for men to wear towels out of the shower back in the day.
it's the one visual clue that tells you he just got out of the shower...

I'm not sure, but I'm guessing its the same answer to the Why can't Pluto talk or walk on just 2 legs even if he and Goofy are both dogs? There are really many things that obviously haven't been thought out all that well.

I think it's simply for the drying factor. No one, duck or man, wants excess moisture "down there". I recommend powdering the boys (or Mommy parts) whenever you get out of the shower for that extra fresh feeling "down there".

Its really immaterial whether Mr.Donald wears pant or not.... but I think he uses the towel simply for not to get cold.

There showing children when he is in his shirt and hat he's considered fully clothed and once he removes it he's naked so you must cover up.

good question it's like sometimes they show that he has teeth when he smile but actually ducks has no teeth.
