Probably because you played a role in MAKING the film, so your IN it like an ingredient,
but, the TV just SHOWS what you;ve done, like a poster or wall, so you're ON the TV.

also, ON is referring more to programming, like a playlist so it doesnt refer to the actor/actress so much as it does the MOVIE or SHOW on the TV at the moment....

SO this allows an acotr to be BOTH IN a film that is ON tv AT THE SAME TIME--- they both have different 'subject/object' inferences....
