get the gliched up charizard in Pokemon red version?

It has something to do with the side thing of cinnabar then u see a orange glitch box and when u catch it it turns into a charizard.

I think the only way is to raise a charmander. It evolves into a Chrizard at level 40. To me it is the best starter pokemon. Coz it will help you at the final battle immensely.
