Thanks guys for answers. first of all, ebay suspended account due to it being hacked. I then contacted them myself through the help page and they then sent one back with details of how to recitfy this. I couldn't actually do this as I couldn't receive their email with all the info on how to do it. They then sent one back with detials about the firewall blocking it etc so I tried that. Didn't work so sent another email and they suggested the spam filter which I have done today. Have turned the firewall back on for fear of hacking again!!! should I wait intil tomorrow maybe as it says to wait 24 hours for their email and it was only today that I sorted the spam filter, in the tools-options bit.

I don't really understand. You say "they sent one back" but "couldn't actually do this as I couldn't receive their email". Are you getting emails or not? or is it that you just don;t understand what they are talking about?
Either way, the only way that you could be blocking email through security software is if you are using an email client (like Outlook Express, Outlook, Thunderbird, etc.).
If this is the case, simply use the web interface for your email instead. Go to the main page for your ISP (Internet service provider) and there should be a place for you to log in and check your mail. Then you could print out any instructions that you need.

If your account has been hacked then i would forget about that account-perhaps get ebay to close it and start over..that way your not going to paying for anything the hackers bid on.

It's not so easy.
Even if you will make new account it' just matter of time you will have suspended also new one.
It's enough that ebay suspend you for one time, it means every new account also will be under radar...
