There are two programs which I know of that can help people make websites without them having to know html code (you have to buy them of course). But they are Dreamweaver and Macromedia's Contribute. You basically only have to know about tables and cells and what a pixel is. then it's pretty easy from there. I make websites a lot using Contribute, although I'm trying to learn html and now of course xhtml.

I have answered to a similar question from this page: http://sg.answers.yahoo.com/question/?qid=20060725055556AATA7vg&r=w&pa=FZptHWf.BGRX3OFMhDddU57NAZx60v4OEUgYydlJsiTGKe4OnmhbbfISDc8eQl_273Os3U08Tqk9ezgoMA--#EpEvCDW0UWY5M0DXXKfo9xY4IPER0Q8dYbFpIls1UzI2sP9B6fx7
Well, one program you can use would be Dreamweaver, but that would require some cash. So for cheaper or free alternatives, go to http://www.download.com and source for some cool tools there. Go for those WYSIWYG (What You See Is What You Get) editors. They eliminate the codings by using a "designer" mode where you can drag and drop or insert stuffs into the page without much hassle.
There's a huge online community that helps designers like us to solve our problems while creating our own websites. Feel free to look through those forums and asking help now and then.
All the best!

As HTML is how websites are made, that kind of like saying how to I drive without a car...
But there are sites that have web building tools available that will let you create simple sites without HTML. Yahoo's own geocities.com is one. Try going there, sign up for a free site, and use their site building program to create it. Should be able to make a simple one without having to use HTML (It does it for you).

Use an editor, like Front Page Express. It's easy!
Then go to html://www.godaddy.com and buy a domain name, for $8.95 per year... and buy hosting for $3.95 per month.
Name your main page ' index.html ' and upload it, using godaddy's FTP.
Good luck!

If you don't want to use/write code, I think you can try macromedia dreamweaver or simple frontpage. It is very easy to create a website, you can also use templates in dreamweaver..
