The key characteristics of a good institute include the level of research undertaken, grant funding for projects, the proportion of faculty with advanced qualifications and who publish in peer-reviewed journals on a regular basis. Accreditation and exchange programs on an international level are also important, as is employer demand for graduates (seen by employment statistics). Satisfaction ratings from students and also international rankings can also help to enhance an institution's status.

In answer to the second, all developing countries have a university which are grounded on the same principle, albeit exclude some countries where conflict is an everyday phenomena.

It is the FACULTY and the students who constitute a worldclass university.People came to NALANDA of india from all over the world.Shantiniketan,IIT Kharagpur,Madras,Calcutta,dacca universities attracted students from all over the world and were established in 1857 and i think we were considered third world at that time.
