I always use conditioner when shaving because it softens the hair shaft. Put on when you first get in the shower and leave on until you're ready to shave. Always use a sharp razor. I only shave two or three times and replace the blades. Never push the razor into the skin to get a closer shave. Pull the skin tight and shave. I've heard you shouldn't go against the grain, but I do and it's fine. Take your time and you'll be okay.
After shaving, I use a lotion on the area ... Bikini Zone is a great one. If you are a little cheap (which is fine), you could make a paste by crushing three asprin and putting in just enough water to wet it ... put it on the area and leave on for a few minutes then rinse off. It will keep down any redness or swelling. And make sure that you exfoliate the area. The reason for bumps is because the hair is pointed at the end to push through the skin. When you shave, you make it flat, making it harder for the hair to push through the skin. Exfoliating helps the hair break free. And shave often ... the more you shave the less bumps you'll get.

The trick is to use a very Sharpe razor. The best is Gillette Mach 3 Turbo. Its for men but it works the best because its very Sharpe. When shaving your privates you have to be careful to only use a few strokes to remove the hair. If you go over the same spot to many times you'll get razor rash and maybe cause some ingrown hairs which are those bumps you don't want. Some women react differently to shaving down below. Some women can't even do it so they resort to waxing which is painful but leaves the best softest hair free skin money can buy.

Right after shaving put astringent (Sea breeze) over the area. The astringent will close the open pores which will stop bumps and ingrown hairs from happening. - It might sting a little but it's worth it! Also never dry shave the vaginal area .

I use a "veet" kit...it's a cream you rub on, then it has a plastic want that you just scrape the hair off with...pick up the one for sensitive skin..I used have have tons of problems with the bumps after shaving..i've been using this for 3 months and haven't had a single bump!!

Best to wax it off. A moment's pain for 3+ weeks of hairless pleasure! LOL Last time I shaved, I end up having bumps and became really embarrassed.

not really, you can try deplitory cream, you wont get bumps or irritation but the hair will still stubble after a few days, you may need to try waxing, it's really the only long lasting way that doesn't look too bad when it regrows and it's longer lasting just one thing about waxing there though,'OUCH'.

After you shave, get a washcloth. Run the hot water only and place the washcloth under the water. Then place it on the spot where you just shaved. It will help reduce ingrown hairs and won't itch as much.

I use baby oil while shaving it, it makes for a smoother run for the razor! Haven't had any problems since I started doing this. Though everybody is different!
