Talent is #1. If you, yourself, have the talent to play ( an instrument ) or sing well, you're already started. You have to have your own instrument and amplification for volume. If you're a teen, you probably won't be able to 'weed out' the attention seekers from the true musicians. You should be able to recognize true talent, whether you're a teen or senior. You don't have to be a full 4 or 5 piece ensemble, either. 3 piece will do it; lead guitar, bass guitar and drums. The fewer the better actually, that is if you're gonna take the responsibility of being the 'leader'.
"Everybody wants to be a Star" is the title of an original tune a buddy of mine wrote. He wrote it about the people who have a few drinks and think they can sing.
Regardless, if you are an adept musician, start in your garage, etc. and let the neighbors hear you. If you're good enough, the word will spread and your peers will be knocking on your door!
