It's non-native Spanish, and the person is trying to say, "Good night, sweet beautiful girl."

Here's a more appropriate version, "Buenas noches, dulce y bella chica." or "Buenas noches, chica bella y dulce".

And, to tell you the truth, I don't really know how appropriate it is in Spanish to use "dulce" ("sweet") to refer to a person. I don't think I've ever heard this word in reference to a person.

the correct spanish sentence is :
"buenas noches dulce bella chica"

and it means
"good night sweet beautiful girl"
