i would assume a busy signal

One of several things, depending on how your call forwading is set up. For example, if you dial a number which has no voicemail or call forwarding programmed, you would get a busy signal. If you have voicemail on the line, the switch will forward your call to your voice mail box.

However, you can have a lot more behaviours depending on what phone system you are on.

a busy signal. Used to be years ago that you could dial 511 and hang up and your phone would riing.. but I guess they've changed the phones because it doesn't work anymore.
