The term Big Brother was originally used in George Orwell's novel 1984 and suggested a future where everything the characters did was seen by the government using hidden cameras - hence teh term 'Big Brother is watching'. Since the novel was written in 1948 when leading goverment figures were mostly male, I can only assume the term Big Brother was used to reflect this male dominance in society at that time. If you like books then '1984' is a classic worth reading.

Big Brother is the founder of a totalitarian state in George Orwell's novel, Nineteen Eighty-Four. The following is a quote from the book:
"On each landing, opposite the lift shaft, the poster with the enormous face gazed from the wall. It was one of those pictures which are so contrived that the eyes follow you about when you move. BIG BROTHER IS WATCHING YOU, the caption beneath it ran."

George Orwell's book, 1984, introduced the term as meaning the government is always watching (and listening).
So... I assume that's where the t.v. show got it's name.
In terms of "big brothers" who mentor children, there are also "big sisters".
