Its good that you want to do so, because the most important requirement is the desire to learn and initiative. The following steps would definitely help (as it has done that for some of my friends ) :-
1. Listen to English news daily at least for half an hour.
2. Watch some English channels on TV like BBC or CNN or National Geographic
3. Buy some self-help book on Spoken English and do one chapter from it daily.
4. Get a dictionary (even if it is a pocket size one) and try to learn at least five new words every day and their meaning / usage.
5. Have someone who knows English and who you can speak to. Request him or her to bear with your English till you get a command over it and to correct you if you are wrong. Speak to this person on different topics for at least 15-20 minutes daily maybe even on phone.
6. Read some English language and story books of children of Class 5 to 9.

Give yourself an immersion treatment of english...
A) Read books in english...
If your level is low, get simple childrens books,
if a middle level...try the Harry Potter series, they are childrens books but good reading, and not really infantile.
Afterward pick books that interest you, or that you have already read in your own language.
Read with a good dictionary at your side, or write a list of the words you don't know, and look them up later.
B) Try and surround yourself with english speaking people...and don't be afraid to speak, your english will improve the more you use it!
C) If you can afford it, take a trip to an english speaking country.
There are many holiday offers to different countries at economical prices... This is a great help...

Listen radio programmes broad-casted in English. Watch English TV programmes. Try to imitate their way of speaking, style and pronunciation. Reading a lot will enrich your vocabulary. Read aloud big paragraphs from books / news papers in front of mirror. Read aloud pages thinking you are a news reader on TV / radio. I think you will have to improve your grammar a lot. Buy one good grammar book. Try to translate your every thought in English. Or still better, think in English. The key is practise. Keep on trying.

your teacher is right don't care if somebody laughs on you but speak always and read newspaper also that will also help you doesn't matter if you r wrong but speak in English

in order to speak fluent english u must expose youself to english spoken and writen enviroments. u cand watch cnn or other english international programs on tv, u can watch movies without subtitles... and in a few months u will be able to speak, write and understand english fluently
...or u can take special courses...

i think u should not bother abt. what people say: even u must face them and improve ur english by reading news paper, this is the best way n find out the meanings of words which u don't understand.....try this

1)speak to everyone in english. no matter how bad it is, just keep speaking.
2) select a word or 2 daily and use them that day. create topics that can use those words. this way u can develop ur vocabulary.

You could read the dictionary, follow what your teacher says, always learn from your mistakes, and always practice. "The more you practice the more you learn." Don't be bothered by other people...
