they dont have to be touristy areas or beautiful beaches, which areas in a general have warm waters? from the ocean, sea, river, ecc?

Hi!
If you go any where between the equator and the tropics you will experience that.
I currently live in Taiwan - a tiny island - just about 500km long.
The southern most tip is just in the tropic of Cancer. Because of the near proximity to the tropics - we have warm water and beaches pretty much all year around.
Just remember - anywhere in the tropics and you can't go wrong!

Not sure how warm water stays year round, but my favorite beach is in Ibiza, Spain. you should check it out. I saw top ten beaches on travel channel, this one was the #1
