Because, even in "rich" countries, there is a distinct separation of people into haves and have-nots...and the haves usually get there on the backs of the have-nots. In "rich" countries, those in power are the wealthy, and they will pass laws to protect their own. Meanwhile, the have-nots have to work harder for less and less. It has ever been that way, and likely always will be that way. Greed might be a deadly sin, but it is also an unassailable part of human nature.

It is because you can never get rid of people who chose to live like that for what ever reason.
I know not all beggars are fake, there are some that actually are in dire straights, but there is that percentage that does not care and prefers to live like that because of laziness or whatever reason.

Mostly, because there will always be lazy folk who only want a handout. Same reason welfare will never be eliminated.

some folks refuse to accept responsibility. no matter how much money they receive, they will squander it!
