A white light indicates that a car is traveling towards you.
Any reflective suface such as that which the numberplate is made of is considered by law a light source and therefore is not permitted on the rear of the car.

It's standard so if a car looks identical from both facings a police officer can tell which end is the front. Also it helps someone work out if a car is driving towards or away from them.
