I learned using a liner brush and dark shadow..I'd dip the brush in water then the shadow...I'd start above the lash line but as close as possible then below the lash line but as close as possible. Its super easy to apply and it dries powdery and soft. I'm not sure what Amy means up there but doing only the bottom lid closes the eye and is a very dated look....Only doing the top opens the eye and looks polished.

If you are having trouble putting it on and have a pencil type of eyeliner...what I used to do is warm it up. Normally I use a lighter and hold the pencil above it so it warms up. That will help it go on smoother. I don't use those anymore, I get the Covergirl roll up type. A lot easier and slimmer to put on. I put it right over my eyelashes, a thin line and then under and smudge it in lightly. A nice look!

Think of those modelling poses where there head is tilted back and their eyes half closed. Do that...
I find liquid eyeliner easier to apply but a lot less forgiving. Try using eyeshadow with a little bit of water on the applicator. It is not quite as defined but a lot easier to get it right.

for a natural look, its really imp to put the eyeliner very close to the eyelids...look in the mirror with ur face pushed backwards but eyes still in the mirror..draw a line..and for beginners use an eyeliner with stick and not brush..

when you do that it just doen't look that good....the trick to eyliner is mostly for the bottom eyelid, where the hair is, just line it on right there. anywhere else you can really tell you are laying it on too thick, and most guys seem to like the more natural look

basically tilt your head back so thatyou can see where you're putting it. try to get it very close to the edge. if that doesn't work, you can always look straight head and hold eyelashes of that eye down with one hand and draw with the other

it helps if you use a pencil. it's easier than using the liquid stuff. that just smudges all over and if you mess up or dont have the steadiest hand ever then its all gone to hell.
