There are two oil filters on the XS650, one is in the clutch side and the other is in the sump. The filter in the sump has a habit of tearing and then blocking the oil ways so should be changed on a regular basis.

My 650 special has a screen, there is no filter! The screen is cleanable with gas, carb cleaner, kerosine, brake cleaner, or W-D 40. Be sure to replace the gasket on the cover. If you want to service the bike yourself buy the real Yamaha service manual. It costs about $40 but is worth every penny. The after market manuals cost less but they lack all the good pics and real Yamaha instructions. If you take the bike in to be repaired the Yamaha manual could save way more than $40 on just the first repair.

They are strainers not filters. The sump filter is almost always torn as there is an unsupported area that cant take the 'presure'. The after market 'filter' from Mikes (link above) is much better than the original, I've had one in engine for over 3 yrs without trouble.
You dont change them unless they are broken, just wash in kerosene/gas/ brake cleaner and re-fit
