Sometimes when I'm on the MRT bored I stare at things. With people I like to see how they react when we get eye contact. It nothing bad, just 2 people acknowledging that both exist. Sometimes it could be someone you know or a familiar face. Normally what I do is keep eye contact, smile, if it is a stranger slowly look away, if a friend great someone to talk to. I find that not many people smile hence the governments smile campaign.

Staring is bad manners, whether someone is staring at you or you are staring back. When you are being stared at, it signifies that the other person has a personal interest in you. By the look in his face, you can deduce whether it is lustful, kind, appreciative, or anything. Depending on your deduction, you can react. But keep in mind that staring back is equally bad manners.

Just look at him. Further reactions only after knowing the meaning of the stare. Don't overreact. Keep your composure. That will be a better response.

Being a guy it has happened to me by gays, so I just ignore. I think many women, however, enjoy being stared at, since this is a strong compliment on your beauty. So just appreciate it. A smile is the best response.

I never break eye contact first. That would make me weaker than than him.
