skirting boards are a traditional and functional.
The reason why they are used is simple, its because there is a tendency for the joint between the vertical wall and the horizontal floor to look messy.. Fixing a skirting board is a way of tidying up the joint and adding aesthetic value

To stop the hoover from damaging the plaster and paint work, you just ram it around and it'll bounce right off :D
Actually it's probably just a style thing to cover up the end of the plaster work and the beginning of the floor boards.

What a dull question!
I think they're to tidy up the finish so you're not left with a gap where the wall joins the floor.
Also, I think they are to stop dust, dirt etc... from falling into the gap so you can clean it up instead.
