Well, it really depends on the history of the country. I will say Australia because its a great country with friendly people. A Multicultural country like Australia is the best place to be, whatever colour is your skin and even your fat or skinny people here are the same.

I would go for Croatia! Its a little country in the Europe never known to be an attacker - just defending itself when attacked (and that happened many times in history). Today if you go there, no matter what your skin, hair or eye colour is, those simple people will receive you as your best friend! As for religion, the official religion is roman catholic, but if you have another religion, you get free days according to your believes ;-)

from all the countries that i have been to, which includes all of Europe and alot of Asia, from my own personal experience the least racist place has been either singapore or indonesia.. they recognise and celebrate holidays for almost all the major religions
but i read in a ESL language book that Canada is the least racist place - but of course the source is not reliable so check that one out.
the most racist place i have experienced has been Belgium

I pick Vatican City because it has the smallest population (more people=more racism).
