because they can by-pass the SPAM filters that way....

In hopes someone falls for the subject line and opens the email and only to be lied to.. i thing the gov. needs to step in and stop this spam crap. or all this crap. vote for coke or Pepsi and get a 500 dollar gift card. That is false advert sing, you have to complete how many offers. it is misleading...

They have made an error when doing their encoding. Since they don't know they made an error, they assume that it is coming out correctly when you receive it.
