The easy and most direct answer / responsibility lies in the terrorists themselves. They kill people, - nobody 'forced' them to do this.

But then I guess we're all guilty to a certain degree of standing by and watching injustice happen and not doing anything about it. But that's being guilty of laziness, - not necessarily murder.

The institutions that train the terrorists, the people who financially support and the countries who morally support are equally responsible for the killing of innocent people by the terrorists in the world.

Do you mean the government of Israel for killing innocent people? It is definitely the government that should be blamed for these atrocities. First of all, they are the ones who are vehemently resistant to any form of peace in the region at the cost of thousands of lives lost and destroyed. AS for the terrorists, at least they have some cause to fight for, other than blindly killing in massive numbers like the government does these days.

the people themselves are responsible for there deaths, it also can be a situation of wrong place at the wrong time. Call them terrorists by killing other but thats there way of religion to get closer to "allah".

these are the signs of TIME ,no one to blame but the changing times ,soon we will have something new to worry about ,it will go on & on , people blame Govt & vice versa ,we must follow confusciousism i.e everybody should try to develop himself into a good & well bred human being it will be followed by good societies,good governments,good nations & perfect WORLD.

its definitely not the people... they have to choose somebody even if all of them are corrupt... the govt has both positive and negative points.. for one we dont know wat they're doing.. if they're really doing wat they claim they are doing or not.. there is absolutely no question about doubting if the terroists are guilty.. but its going to take a mammoth effort not to be suspiciuos of moslems.. i have frens who are moslems but it doesnt mean they are terrorists.. the few twisted men are taking advantage of the zero education levels in the religion... though im not a moslem its wrong to blame the religion just because some loser makes USE of ti in the wrong ways...

the murderer is always guilty. That is, the person who felt compelled to strap a bomb to a truck to get his message across. No matter how worthy that message may be.
