Who did you book your holiday to Cuba with? I am sure that if it was First Choice or Thomson Cook they will definitely be able to help you sort your wedding out, the hotel your staying might not do weddings but tons of them do and when we were this year in April we found that the Thomson Cook reps are fantastic even with holiday makers from other companies and are really helpful, they should be able to arrange a wedding for you at a hotel and a bit of a reception back in your own, the Cubans are fantastic people are so helpful so they should be no trouble with them helping once you get there but do go to Thomas Cook or First Choice and ask them to help, I haven't heard of the blood test thing in Cuba or the so many days residency either, but do go to Thomas Cook or First Choice and they will tell you everything, good luck and hope you have a fantastic time and wonderful wedding and its a day you will never forget.

Try hiring a wedding planner or co-ordinator to help. Ask the Foreign Office for advice on paperwork, if they don't know they may be able to point you in the right direction.
Good luck with the Wedding!

Contact Thomson tour ops or get their wedding brochure, at the back it tells you what you need to get married, might even need a blood test, I know Mexico does, and you need too stay in Cuba for the first few 'residency' days b4 they allow for your wedding to take place.
